Foreigners holding only Hong Kong visas cannot directly enter the mainland of China.
However, starting from July 10, 2024, in order to further facilitate personnel exchanges between the mainland and Hong Kong/Macau, the National Immigration Administration will issue travel documents for non Chinese permanent residents of Hong Kong/Macau to travel to and from the mainland.
Non Chinese permanent residents of Hong Kong and Macao who travel to the mainland for short-term purposes such as investment, family visits, tourism, business, seminars, and exchanges shall submit an application to the Hong Kong China Travel Service Group or Macau China Travel Service entrusted by the
Exit and Entry Administration of the People’s Republic of China. After approval, they can hold a travel permit to complete fingerprint collection and other procedures at the port, and then clear customs through the fast track. The document is valid for 5 years and can be used to travel to and from the mainland multiple times, with each stay not exceeding 90 days.
Specifically, non Chinese permanent residents of Hong Kong and Macau applying for a Mainland Travel Permit must fill out a complete and accurate application form, prepare a valid Hong Kong and Macau Permanent Identity Card, and submit identity information such as a guardian’s passport and proof of guardianship relationship for those under 18 years old. For those under 11 years old who have not yet applied for a Hong Kong Permanent Identity Card, they must submit a “Notice of Request for Information” issued by the Hong Kong Immigration Department to prove their identity. In addition, a valid passport (valid for no less than six months) and nationality proof materials must be prepared. The time limit for applying for a certificate is 20 working days. The initial fee for applying for a certificate in Hong Kong and Macau is HKD 260, and the fee for reissuing a certificate in mainland China is RMB 230.
If the above-mentioned documents expire, are damaged or lost, I can apply for replacement or reissue to the entry and exit management agency of the public security organs at or above the city level in mainland China. I can also apply for replacement or reissue of the exit documents from Hong Kong China Travel Service Group and Macau China Travel Service after leaving the country.
The above-mentioned holders are not allowed to work, study or engage in news reporting activities in mainland China with this certificate. If it is necessary to carry out the above activities, one should apply for a visa or residence permit in accordance with the law and regulations from the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong or Macau or the entry and exit management agency of the mainland public security organs.
Holders of valid entry and exit documents and residence permits can enter the country after being inspected and approved by the port’s entry and exit border inspection department in accordance with the law.
