Hengqin to implement closed customs operations in March

On February 8, the Guangdong-Macao In-depth Cooperation Zone in Hengqin announced the implementation of closed customs control in the “second-tier” zone, which aims to facilitate the movement of people, goods, capital and information between Macao and Hengqin. This measure will take effect on March 1.

The area between Hengqin and the Macao Special Administration Region is considered the “first-tier” zone, while the area between Hengqin and other areas within Chinese mainland is considered the “second-tier” zone.

Trade conducted through the first tier will generally be tax-free and have simplified customs declaration procedures. However, most goods transported through the second tier will be subject to tariffs and import duties. Certain items, however, may be eligible for an added-value tax exemption.

A total of six entry points, including a bridge, a pier, a tunnel, and two train stations, have been designated for the “second-tier” arrangements.

The implementation of closed customs operations in the zone is a significant step towards building a new system of high-level exchange and further integrating Macao and Hengqin.
