What are the general procedures for foreigners working in Shenzhen?

In recent years, more and more foreigners have come to China for employment, but some companies are not clear about the specific foreign work visa policies and procedures, or some companies even hire foreigners to work despite knowing that they do not meet the requirements. This leads to illegal employment, and the consequences are very serious. Once investigated and dealt with, employers, foreigners, and introducers will all be severely punished. So, what are the general procedures for foreigners working in Shenzhen?

Taking the first-time hiring of foreigners in Shenzhen as an example (first-time application):

1、 Employers should log in to the Shenzhen Foreigner Comprehensive Service Management Platform to improve their filing information.

2、 Notice on Applying for Foreigner Work Permit before Entry
Employers can log in to the Shenzhen Foreigner Comprehensive Service Management Platform, select the “Notice of Application for Foreigner Work Permit (Before Entry)” module, select the talent category (choose one of Class A, B, or C according to the applicant’s conditions), truthfully fill in the personal and employer employment related information according to the system prompts, and upload the attachments according to the materials prompted in the system attachments before submitting them for system review.

After the review is approved, the system will automatically generate a Foreigner Work Permit Notice, which will be exchanged through the online system to the Ministry of Foreign Affairs (overseas embassies and consulates). Employers can download the Foreigner Work Permit Notice from the system and send it to the applicant. The applicant shall bring the Foreigner Work Permit Notice and other necessary documents for visa application to the selected embassy or consulate abroad to apply for a Z-visa for entry.

3、 Apply for the Foreigner’s Work Permit and Work Residence Permit after entering the country
Employers can log in to the Shenzhen Foreigner Comprehensive Service Management Platform, click on the “Apply for Foreigner Work Permit (After Entry)” module, select the Residence Permit (First Time), and fill in the relevant information truthfully according to the system prompts. Upload relevant materials according to the attachment list. After passing the online pre review, an appointment needs to be made on the system, and the appointment time will be processed on-site.

Go to the site according to the scheduled time to handle material verification and accept face-to-face interviews. If the materials are correct and complete, and the interview is smooth, submit the materials, submit the passport, and receive the acceptance receipt on the spot. The evidence can be collected within 7 working days; If the materials are incomplete, all materials need to be prepared before making a new appointment for processing. Within 7 working days of submitting the passport, you can bring the acceptance receipt to the site to collect the foreigner’s work permit and passport (work residence has been affixed to the passport); If you choose to mail it, just wait for it to be mailed to your doorstep.
