In order to effectively coordinate epidemic prevention and control with economic and social development, adapt to the new situation and requirements in the new stage of epidemic prevention and control, safeguard the lives, health and safety of the people, and ensure and promote exchanges between China and other countries, the National Immigration Administration issued the Notice on Policy Measures to Optimize Immigration Management after the novel Coronavirus Infection “Class B and B” on December 27. Optimize immigration management policies and measures from January 8, 2023. It is hereby announced as follows:
1、The process of accepting and approving ordinary passports applied by Chinese citizens for traveling abroad or visiting friends will be resumed in an orderly manner, and mainland residents will be allowed to visit Hong Kong for tourism and business.
2、Applications for extension, renewal and reissuance of ordinary visas by foreigners, issuance, renewal and reissuance of stay permits, and issuance, extension, renewal and reissuance of residence permits will be resumed. If the applicant has an urgent need, the urgent procedure shall be followed.
3、Resumption of port visa issuance, resumption of the 24/72/144-hour transit visa-free policy, issuance of temporary entry permits in accordance with the law.
4、The issue of exit and entry permits for the People’s Republic of China and border areas will resume.
5、We will gradually resume customs clearance at land ports (channels) for passenger transport, orderly resume entry and exit of passengers and border residents at land ports and border crossings, resume opening of border crossings in accordance with relevant regulations, and carry out exit and entry border inspection in accordance with law.
6、The express channel for border control at ports adjacent to Hong Kong and Macao will be restored, allowing qualified entry and exit personnel holding mainland residents’ permits to travel to and from Hong Kong and Macao Residents’ permits to travel to and from the Mainland to go through the express channel.
7、We will gradually resume customs clearance for passenger transport at water ports, allow qualified water ports to resume entry and exit of passenger liner passengers, pilot resumption of entry and exit of international cruise passengers, issue embarkation documents and hitch rides in accordance with the law, and issue temporary entry permits to foreign sailors who meet entry conditions. Cancel the “no landing, no boarding, no docking” management measures.
8、We will continue to implement facilitation measures such as the “Green Channel” for key cargo flights at airport ports, the “fast channel” for vehicles carrying key materials at land ports and border checkpoints, and the “Border inspection and embarkation code” online self-service at water ports.
